Chapter 3 of the DfE guidance ‘Working Together to Safeguard Children’ 2015 states that Local Safeguarding Children Boards (LSCBs) have a statutory duty to assess how well, and to what level, its partners are fulfilling their obligations to safeguard and promote the welfare of children under Section 11 of the Children Act 2004.
Section 11 of the Children Act 2004 places duties on a range of organisations and individuals to ensure their functions, and any services that they contract out to others, are discharged having regard to the need to safeguard and promote the welfare of children.
This requirement is carried out through a regular cycle of auditing of partners' safeguarding effectiveness.
Update: ESCB Section 11 Safeguarding Audit 2017-19
The next Section 11 Safeguarding Children Audit 2017-19 will commence on Monday 30th October 2017.
Agencies will then have up to 31st May 2018 to complete it.
Following feedback from partner agencies, there is no longer an online audit tool.
Instead, to simplify the process, the audit will be sent via email in the form of an easy-to-use Excel spreadsheet template along with helpful guidance on how to complete it.
Agencies that are expected to complete the audit will be sent further details in mid-October.
